Things SR3 should

Have:
-If You Want Blood (you got it) by AC/DC
-some type of cover system, if only rudimentary
-Better close-combat system
-not a higher number of cars, but more nice cars. There were only like 7 in #2
-More customization options per car (or a big huge-ass list of upgrades you can apply to any car, a-la Need For Speed)
-A single aerial fight (either helicopters or planes)
-SLIGHTLY more realistic handling on cars (don't go for total realism like GTA 4 though... that blew)
-More clothing available, and different clothes available at different branches of the same shop, rather than all fancy clothes at Impressions, all crappy clothes at Sloppy Seconds, etc.

Keep:
-Absurd mini-games(Zombie Uprising included) and goofy sense of humor
-The eighties music channel, including at least Karma Chameleon and Land Down Under
-The classical music channel. Mix it up a bit, but Moonlight Sonata must stay
-The awesome variety of weapons
-Johhny Gat
-The pimp-cane elephant rifle

Get rid of
-Regenerating health.... or at least make it much slower
-About half the racing missions. There's too many, and most of them are absurdly hard/fucking stupid (IE helicopter race thru downtown/bulldozer race)
-Missions that just have one way of beating them in order to showcase a weapon (IE, use flashbangs to get Veteran Child to drop the hostage so you can shoot him)
-Drivers who run you over/crash into things, then keep on driving. They need to get out of their cars, like real people would.... so I can stab them.
-The whiney punk radio station. There was exactly 1 good song on that channel.
-The death-metal channel. Every song sounded the same. And also like someone taking a shit out of their throat.
